While I was stepping in the shower this mornng, I was thinking about more things for my story. I've thought about it before, but this time I've confirmed it.
Since Heigher's father was supposed to be he one who came up with the formula to make people into part animal for the government, let's say.....
After he died,and tanoshi had to get the case of the vacines[sp?] he made it to where they tested the children's blood, seeing if the smaples were a match for the formulas.
But only certain children were injected, all to prevent the "evil" vampires from taking control of the human race and restarting a war that was put to a rest many, many hurndred years ago.
But the formula in the child's blood doesn't become active until they reach a certain point in their lives that the formula starts to activate.
But for Heigher, she had it started when she was a child, etc... It can start whenever.
Sooooo yeah..... XD
I thought it up over a couple days.
