As many as 250 homes in the San Diego region of the San Pasqual Valley were under mandatory evacuation.
Fire officials said in an 11 p.m. news conference that they fear the fire will spread into the region by 2 a.m.
"This is a very quickly evolving situation," said Mayor Jerry Sanders.
Fire Chief Tracy Jarman said the Witch fire has two heads. One head is moving south toward Poway. It is moving slower than the northern head which is spreading toward San Pasqual Valley outside Escondido.
Brian Maienschein said the valley has green brush and officials are hoping that it will help slow the progression of the fire
Jarman said winds are very strong. And "it's causing the fire to move quicker than we anticipated."
Officials have requested 100 strike teams from outside the area to help battle the flames.
Residents were urged to use caution, listen to police officers, obey their orders and not panic.
At least 350 evacuees were registered at Steele Canyon High School in Jamul. Evacuees were being calmed by volunteers who gave them chocolate cakes, water and Tylenol.
In one corner, several evacuees gathered around a television to get information on the fire and their homes. Dozens others slept on cots in the school's gymnasium.
San Diego residents who want information on evacuation centers can call (619) 570-1070.

Police and fire officials were on hand, as were representatives from the San Diego Blood Bank, which was accepting donations.

A Vons truck pulled into the parking lot and was dropping off food.

"I was determined not to leave that place but the general manager was quite persuasive," said Bill Scatchard. He was there with his small dog Bogie, known as "the house dog."
Most people sat in or near their cars in the parking lot, listening to the radio, walking their dogs, wondering what to do next and when they might be able to go home ... if they had a home.

Officials were bringing horses to the Scream Zone area temporarily and were also considering double-stalling the horses, housing two horses per stall.
Earlier today, horse owners were told they could bring their horses to The Oaks horse facility in Orange County, but that option was called off, reportedly due to winds and possible fire threat in that area.
In additions to horses at Del Mar, the track facility is also housing dogs, litters of puppies and goats.

People were being housed separately, being sent over to the fair facilities.
