Philip Tokay.
His last name is a parody on the japanese word "tokee" meaning clock.
Philip was involved in some horrific accident which caused him to lose an eye and have it replaced. However, Philip is a magician, and the clockwork additions made his magic not work unless the clock on his eye is set to the right time. The clock only keeps the correct time for 10 minutes
